Background: The global COVID-19 pandemic prompted widespread public health measures, including lockdowns, with significant societal and individual consequences. This paper critically reviews the impact of these measures on population mental health. Aim: To synthesise the evidence regarding the effects of COVID-19 lockdowns on mental health, with a specific focus on the utility and findings of mental health indices used during this period. Methods or Approach: A systematic review of peer-reviewed literature from 2020 to 2023 was conducted, focusing on studies that utilised standardised mental health scales and national-level data. The review critically appraises the evidence for changes in the prevalence of anxiety, depression, and psychological distress. Findings: The evidence indicates a significant, acute increase in psychological distress and symptoms of anxiety and depression globally following the implementation of initial lockdown measures. Vulnerable groups, including young people, women, and those with pre-existing mental health conditions, were disproportionately affected. Mental health indices, while providing valuable real-time data, showed variability in their methodologies and findings, highlighting the need for standardised measurement. Over time, some evidence of psychological adaptation and resilience has emerged, although mental health indicators have not universally returned to pre-pandemic levels. Implications: The findings underscore the necessity of integrating mental health support into future public health emergency planning. There is a clear need for robust, standardised monitoring of population mental health and targeted interventions for at-risk groups during and after large-scale crises.
